Multi-Tiered System of Supports (MTSS)

In VUSD, our Multi-Tiered System of Support (MTSS) provides all students with a continuum of supports that are needed to achieve academic success, productive behaviors, social-emotional skills, and overall well-being. The provision of these supports is the collective responsibility of all VUSD staff, families, specialists, and community partners.

The collective responsibility involves:

  • Universal Design for Learning (UDL)

  • Response to Intervention (RTI)

  • Special Education 

  • Positive Behavioral Interventions and Supports (PBIS)

  • Caring School Community

  • Social Emotional Learning (SEL)

  • Parent/Teacher Club

  • School Site Council

  • Administration, Teachers, Staff

  • Professional Development

Under the MTSS Umbrella

Tier 1 - All Learners

Academic
Achievement related to CA content standards
High-quality first instruction for ALL learners with utilization of effective, comprehensive, formal assessments to monitor student progress and achievement.  
 
(e.g. UDL, Core curricula, small groups, progress monitoring)
Behavioral
Achievement related to interpersonal skills
Provide universal behavior supports for ALL students that lead to equitable outcomes.
 
(e.g. SEL Program, leadership opportunities, positive reinforcement, consistent procedures, classroom routines, PBIS)
Social-Emotional 
Achievement related to school culture and student well-being
Strong and positive school culture provided by caring adults, SEL curriculum delivered universally through direct instruction, and supports in place to protect the safety, security, and mental well-being of ALL students.

Tier 2 - Some Learners

Academic
Achievement related to CA content standards
Academic supports designed to reach those struggling with initial learning opportunities.
 
(e.g. RTI, SST, 504, IEP)
Behavioral
Achievement related to interpersonal skills
Provide additional instruction and support for behaviors that reflect restorative practices in an atmosphere of respect, compassion, and forgiveness.
 
(e.g. restorative reflections, circles, behavior contract)
Social-Emotional 
Achievement related to school culture and student well-being
Provide additional instruction and support in social-emotional skills and behaviors
 
(e.g. social groups, CARE Team, counseling, Wellness, Child Advocacy Center)

Tier 3 - Few Learners

Academic
Achievement related to CA content standards
Academic interventions made available to reach a small percentage of students exhibiting intensive learning needs. 
 
(e.g. IIS services, SDC)
Behavioral
Achievement related to interpersonal skills
Intensive behavior intervention supports 
 
(e.g. BIP, FBA, BCBA, RBT Support)
Social-Emotional 
Achievement related to school culture and student well-being
Individual & Group counseling support designed to support intensive social-emotional needs.
 
(e.g. ERMHS, IHBS, Wellness Therapy)
